EASTERN INDIANA ATHLETIC CONFERENCE

When and Where Organized

     The recognized sports are football, basketball, baseball, volleyball, track, golf, wrestling, tennis, cross country, softball, swimming, and soccer.  Points are awarded by the following formula:  two times the place of finish in reverse order in each sport (1^st place = 16pts.,     2^nd place = 14pts, 3^rd place = 12pts., 4^th place = 10pts., 5^th place = 8pts., 6^th place = 6pts.,

7^th place = 4pts., & 8^th place = 2pts.) If a school does not have a team in a sport, they will receive 0 pts.

     A plate for the All-Sports Champions is given to each school with the name of the winning school and school year which is to be attached to the All-Sports Plaque in the school.

CONSTITUTION

Article I.  Name and Purpose

     Section 1.  The name of the conference shall be The Eastern Indiana Athletic Conference

(EIAC).

     Section 2.  The purpose of the conference shall be to stimulate interest in a well-rounded athletic program, promote sportsmanship and a friendly understanding among member schools in all inter school relations, to affirm our belief in the I.H.S.A.A. and to support its principle.

     Section 3.  There is an official EIAC logo.

      Article II.  Membership

     Section 1.  Eligibility to membership in the EIAC shall be determined by good standing in the Eastern Indiana Athletic Conference.

     Section 2.  Eligibility to membership in the EIAC shall be determined by good standing in the I.H.S.A.A.  Suspension and reinstatement in the conference shall correspond automatically with suspension and reinstatements in the I.H.S.A.A.

     Section 3.  Membership shall be limited to eight (8) schools.

     Section 4.  Charter members of the conference shall be the following high schools: Aurora, Batesville, Brookville, Cambridge City, Hagerstown, and Lawrenceburg.  The present members are: Batesville, Connersville, East Central, Franklin County, Greensburg, Lawrenceburg, Rushville and South Dearborn.

     Section 5.  Non-member schools desiring membership may make a written application to the secretary of the conference.  New members shall be admitted only on unanimous vote of the member schools.

     Section 6.  No member school shall be dismissed from membership except by unanimous vote of the remaining membership of the conference and then only for cause and after a hearing, if a hearing is requested.  Voluntary withdrawal is permitted at any time upon due notice and completion of all outstanding contracts within the conference.

     Section 7.  Each school shall pay a $500.00 fee to the treasurer of the EIAC each year at the first executive meeting in August to cover the annual expenses.  Additional fees to the EIAC shall be made when needed with a majority vote of the entire membership.

     Section 8.  It is recommended that each school display in its gym the pennants of the other member schools. 

Article III.  Officers and Elections

     Section 1.  Beginning with the 1962-63 school year, the president of the conference shall be the principal from Aurora:  the vice-president shall be the athletic director from the same school.  The president and vice-president for the next year would be the principal and athletic director from the school next in alphabetical order.  Beginning the 2013-14 school year, the order shall be as follows: Batesville, Connersville, East Central, Franklin County, Greensburg, Lawrenceburg, Rushville, and South Dearborn.

     Section 2.  An Executive Secretary-Treasurer of the conference shall be appointed annually by the Executive Committee of the conference.

     Section 3.  New officers will assume responsibilities for the upcoming year at the close of the spring meeting.

     Section 4.  Outgoing officers retain spring sports responsibilities.

Article IV.  Meeting and Voting

     Section 1.  There shall be four Executive meetings of the conference annually.  (1) The Friday of I.H.S.A.A. week no. 6. (2) The second Wednesday in November.  (3) The second Wednesday in February.  (4) The third Wednesday in April.  Special meetings may be called by the president whenever deemed necessary.

     Section 2.  Schools should be represented at all meetings by the principal or athletic director, or both.  Each school has only one vote in matters that are to be decided by vote.

     Section 3.  Each athletic director shall be assigned to be in charge of a sport or sports.  The athletic director will remain in charge of their sport or sports each year, unless there is an agreement to change.  The athletic director shall meet with the coaches of the sport sometime before the first IHSAA competition day for that sport.  The athletic director shall also meet with coaches as soon as possible following the season to discuss changes, concerns, and may decide the MVP, if it is a team sport.  Communication between the athletic director and coaches of the sport can take place any time during the sport season.

There will not be a general meeting.

     Section 4.  The EIAC shall financially support varsity sports only.  The EIAC shall not sponsor nor financially support JV, Reserve, or Freshmen contests.  Schools may host EIAC JV, Reserve, or Freshmen tournaments or contests, with financial responsibility being with the host school.

Article V.  Amendments

     Section 1.  This constitution may be amended by the unanimous vote of all member schools.

     Section 2.  Rules and regulations shall be determined by a majority vote of member schools.

 Rules and Regulations

                                                         Section I.  Contests

All contests shall follow IHSAA rules and format, unless noted in the rules and regulations.

     Clause 1.  Football – The conference teams shall be divided into two divisions.  One division would include the four largest schools, and the other division would include the four smallest schools.  Each school would be required to play the three schools in their division for the championship and for placing in that division.  Schools would be required to play the other schools outside their division, unless both schools agree not to play each other.  These games would not count for places in the standings.  In the case that two schools play each other twice during the season, the second game will count towards the conference championship.  The championship and standings will be determined on a percentage basis.  Review of the divisions based on school size will take place every 5 years beginning with the 2013-14 school year.  East Central and Lawrenceburg have agreed not to play each other beginning in the 2013-14 school year.

     Clause 2.  Basketball – Each school shall play each eligible member school once during the year.  If two teams play each other twice during the season, the second game will count towards the championship.  The championship and standings will be determined on a percentage basis.

     Clause 3.  Track – The track championship shall be determined by a conference track meet to be held on the Thursday (rainout day –Friday) preceding the state sectional track meet and use the sectional tournament format.  Scoring will include the first eight places     in individual events and relays (10, 8, 6, 5, 4, 3, 2, 1).

     Clause 4. Swimming – The swimming championship shall be determined by a conference swim meet to be held preceding the state sectional swim meet.  Scoring will include the first twelve places in individual events and up to eight places in relays. Each team may have three participants in each event and one relay team in each relay race. Scoring for individual events shall be as follows: 16, 13, 12, 11, 10, 9, 7, 5, 4, 3, 2, 1 and scoring for relays is double: 32, 26, 24…

     Clause 5.  Baseball and Softball – Each school shall play each eligible member school on a home and home basis each season.  The championship and standings will be determined on a percentage basis.  All games which are a factor in determining the championship must be completed.  Tie games will follow major league baseball game procedure.  There shall be no tie games. All baseball games will be played on Mondays and Thursdays, with rainouts being the following day. Umpires will be assigned for baseball games. 

      Clause 6.  Cross Country – The cross country championship shall be determined by a conference meet to be held the second Saturday before the state sectional cross country meet. 

      Clause 7.  Golf – The golf championship shall be determined by a conference meet to be held prior to the state sectional golf meet. Golf green fees shall not exceed $60.00 per team.

      Clause 8.  Wrestling – The wrestling championship shall be determined by a conference meet.  The meet shall be scored using the scoring and seeding that the IHSAA uses for the sectional.

       Clause 9.  Tennis – Each school shall play each eligible member school once during the season.  If  two teams play twice, the first match shall count towards the EIAC standings.   The team championship shall be determined by a percentage basis of regular season play.  A tournament shall be played during the week prior to the state sectional meet week to determine individual places and all-conference.

      Clause 10.  Soccer – Each school shall play each eligible member school once during the season for the varsity championship.  If two schools play each other twice during the season, the second game will count towards the conference championship.  The conference championship and standings will be determined on a percentage basis – no tie breakers.  If a game ends in a tie, the IHSAA overtime policy shall be used. 

      Clause 11.  Volleyball – Each school shall play each eligible member school once during the season for the varsity championship.  If two teams play twice, the second match shall count towards the EIAC standings.  The conference championship and standings will be determined on a percentage basis. Coaches shall use Max Preps. 

      Clause 12.  Contest Dates – All dates and sites for all conference contests for the following year will be confirmed at the August meeting.

Section II.  All-Conference

      Clause 1.  (Boys and girls individual sports) – All-conference in track and swimming shall be the first place finishers in each event, including relays, and anyone who places second in two or more individual events in the conference meet.  All-conference in wrestling shall be decided by winners in each weight class.  All-conference in cross country shall be the first fifteen finishers in the conference meet.  All-conference in golf shall be the first twelve finishers in the conference meet(ties shall be broken by going to the hardest handicapped hole, if a tie still exists then the next hardest handicapped hole would be used and so on).  All-conference in tennis shall be the first place winners in each singles and each doubles event, as well as the number one singles runner-up in the conference tourney.

     Clause 2.   (Boys and girls team sports except basketball and football) – All-conference players will be decided by the coach.  The MVP’s shall be included in the total number of all-conference players for that team.  The number of all-conference players for each team shall be determined by what place the team finishes in the conference standings as follows:

 Clause 3.  Basketball – All-conference players are selected by the following method:  Each coach nominates as many players for all-conference as he/she wishes.  Each coach then ranks the players, other than their own, from best to worst from 1 to 12.  The first ranked player receives 12 pts., second 11pts., down to the 12^th player receiving 1 pt.  Each player’s numbers are added up and the player with the most points is the MVP and the next 11 players are all-conference.  Ties for 12^th are also included.

     Clause 4.  Football – Coaches from each division will meet at the end of the EIAC season and determine the all-conference players for their division.   

     Clause 5.  Each all-conference player shall receive a certificate from their respective school provided by the conference.

      Clause 6.  Academic.  Each school shall award academic all-conference to any sophomore, junior, or senior athlete who ranks in the upper 5% of their class at the end of their sport season.  The awards would be determined and purchased by each school.

                                                   Section III.  Conference MVP’s

     Clause 1.  Cross Country, Golf, and Tennis MVP – The Most Valuable individual in cross country and golf is the first place finisher.  The Most Valuable in tennis is the winner of the number 1 singles match. 

     Clause 2. Track and Swimming MVP – The most valuable in track is the individual who accumulates the most points including individual events and relay events during the conference meet.  The most valuable in swimming is the individual who accumulates the most points in individual events only during the conference meet.

     Clause 3.  Wrestling MVP – The most valuable in wrestling is decided by a vote of the coaches.  Each coach shall nominate one wrestler.  The nominee must be a champion of a weight class.  Each coach shall rank the nominees, not including his own wrestler from 1 through 7.  The number 1 ranked wrestler on each ballot receives 7 pts., number 2 receives 6 pts., and so on with the 7^th ranked wrestler receiving 1 pt. The wrestler receiving the most total points is the MVP.  The voting is to take place on the day of the wrestling conference tourney meet at the conclusion of the meet.

     Clause 4.  Volleyball, Baseball, and Softball MVP – The MVP shall be determined as follows:  Each coach nominates one player from his/her team for MVP, and sends the name to the secretary of the conference.  The secretary will send out a ballot to each coach to rank the players from 1 to 7, not including his/her own player.  The top ranked player receives 7 pts., the 2^nd ranked player receives 6 pts., and so on with the 7^th ranked player receiving 1 pt.  After totaling the scores, the player with the most number of points is the MVP.  There may be ties.  For soccer, there will be an offensive and defensive MVP.

     Clause 5.  Basketball – As described in section II, clause 3, the MVP will be the player totaling the most points from the rankings.

     Clause 6. Football – There will be an offensive and defensive MVP for each division.  Coaches will meet at the end of the season to determine the MVP.

     Clause 7.  Soccer – Coaches shall meet at the end of the season at a time and place determined by the athletic director in charge.  Coaches will nominate a player from his/her team and talk about their player.  A vote will be taken by the coaches to select the MVP.

     Clause 8.  MVP’s shall count in the total number of all-conference players a team receives.

  Section IV.  Team and Individual Awards:

(1) Varsity Team Awards:

        A team champion plate will be given to each school whose team finishes first in that sport.  The sports include: football, volleyball, boys and girls soccer, boys and girls cross country, boys and girls tennis, boys and girls golf, wrestling, boys and girls basketball, boys and girls swimming, boys and girls track, baseball, and softball.

(2) Varsity Individual Awards:

        Cross Country – trophy for first place, medals for top 15 finishers in the conference       

                                     meet.

        Football – trophy for offensive MVP and defensive MVP in each division.

        Soccer – trophy for offensive and defensive MVP.

        Volleyball – trophy for MVP.

        Basketball – trophy for MVP.

        Swimming – trophy for MVS and medals to each event winner (relays included) and        

                              ribbons for places 2^nd – 6^th place in the conference meet.

        Wrestling – trophy to the MVW and medals to each weight class winner and ribbons

                             for places 2^nd – 6^th in each weight class in the conference tourney.

        Track – trophy to the MV and medals to each event winner (relays included) and

                      ribbons for places 2^nd – 8^th place in the conference meet.

        Baseball – trophy to the MVP.

        Softball – trophy to the MVP.

        Tennis – trophy to number 1 singles champ and medals to winners of each singles and

                        doubles as well as the number 1 singles runner-up in the conference meet.

        Golf – trophy to medalist and medals to the top 12 finishers in the conference meet.

Section V.  Coach of the Year

     The coach of the year is the coach of the winning team in each conference sport.  The coach shall receive a certificate at the fall general meeting.

  Section VI.  All Sports Champion

     Clause 1.  Each year a boys and a girl’s all-sports champion school will be determined from the final standings in each varsity sport.  The points for each school’s placing will be totaled.  The school with the highest total points will be deemed champion.  The points will be awarded as follows:  1^st = 16pts., 2^nd = 14pts., 3^rd = 12pts., 4^th = 10pts., 5^th = 8pts., 6^th = 6pts., 7^th = 4pts.,

8^th = 2pts.  Football in each division would be as follows:  1^st = 16pts., 2^nd = 14pts., 3^rd= 12pts.,

4^th = 10pts.  A tie in a place for a sport will result in dividing the points of the places involved among the schools tied.  There shall be no tie breakers.  Schools that have no representation of competitors in a particular sport, will receive no points for that sport.

     Clause 2.  A 1”x3” plate with the name of the all-sports champion school shall be given to each school to put on their all-sports plaque.  There shall be a plate with the girls champion and a plate with the boys champion.

     Clause 3.  Varsity sports for boys include: football, soccer, cross country, tennis, basketball, swimming, wrestling, track, baseball, and golf.  Varsity sports for girls include: volleyball, soccer, cross country, golf, basketball, swimming, track, softball, and tennis.

Section VII.  Uniforms

It is recommended that teams wear uniform colors that follow I.H.S.A.A. recommendations.

                                                         DUTIES OF OFFICERS

Section 1.     President:  The President presides at all meetings and carries out the mandate

                                         of the constitution.

Section 2.     Vice-president:  The vice-president acts in the absence of the President.

Section 3.     The Secretary/Treasurer will be responsible to the board and will attend all

                      Meetings of the Board of Control.  The salary and allocations for supplies

                      shall be determined prior to March 1 of each year.

                      Secretary/Treasurer: 

1. Prepare an agenda for each board meeting in conjunction with the

President of the board.

• Make recommendations to the board at their regular meetings.
• Keep a record of the minutes of all meetings and submit copies of said minutes to all members.
• Notify all schools of regular and special meetings and any other important business.
• Prepare proper forms, receive and compile all statistics pertaining to the conference.  Keep a tally of standings in competitive sports for the all-sport championship.
• Distribute proper pertinent publicity with the approval of the conference President.
• Issue forty-five(45) conference passes to the Principal of each member school at the August meeting or designate someone in the conference to do so.  Retired high school principals and athletic directors will receive lifetime passes.
• Receive and disburse all conference monies.  Pay out funds of the conference for all bills duly authorized by the board.  Issue a current financial statement at each meeting.
• Shall purchase and distribute all conference awards.

Section 4.      Special meetings may be called by the President, or upon the request by at

                       least fifty percent(50%) of the members of the conference.
